Enchanting a Greater Rod of Doom with a +ToHit accuracy does nothing

As the title. I've put one ToHit enchantment (uing a combat clarity) on a Greater Rod I found.
No change in tohit chance.
Do any enchantments on Rods work?
Nevermind, you need to activate it, meh.
