Factions: Emergency bunkers can be deployed

Allow pre-SH emergency bunkers to be deployed by the faction. Having an emergency bunker also allows homing beacons to be activated and used.

This gives factions a way to rally and get together even without a proper SH.

Possible modifications:
Instead of flat unreduceable soak maybe the emergency bunker comes with 500 points of pre-built fortifications (could be lower, could scale with faction size)

Maybe they should cost more renown so it’s difficult to keep one up at all times (or perhaps you can only invoke it every so often). As loath as I am to suggest it, the cost may need to scale with faction size. To somewhat counteract tomfoolery you can only enter the bunker if you’ve been in the faction for more than 24h. Same for using the beacon. And the modified bunker/beacon is used immediately upon purchase, no stockpiling.
