Gameplay: Out-of-SH Bonus Change

Change the bonus for being outside of your SH to weak HP regen (1/tick) instead of extra AP. Getting 25% more AP/day is pretty overpowered, and encouraging people to leave SHs (more targets) is less necessary with the introduction of NPCs. HP regen would be useful for ferals and certain situations where you're caught outside your SH as well (for example if you're poisoned) without disrupting the AP economy that much.
