30 CP, costs 1ap and 10mp to use
AoE attack that deals 25/100 fire damage

Personally, I'd call for a single target attack instead. I don't think IB should get AoE capability without sacrificing something else.
A Parrot with a Blade - Sword & Pets NC || Angelica Aloe - Spell & Song Archon
GrayScimitar - Heavy Sword Tlac IB || PetMyKitties - Elementalist
RustyWire - Sprite & Glyph LS

Maybe if the IB has Burning Aura, it can throw out that aura, deactivating it for a few minutes/ticks, but dealing AoE damage?

I think the skill is a good idea but would generally agree with this notion.

Probably Thrown accuracy to give an innate that IB doesn't have an innate in yet but does have another reason to focus on in heavy items. It'd be the innate you fall back on as Thrown IB when you can't get a heavy item or can't bring the one you have inside.

Easiest thing is just have IB auras also give them the equivalent of arc lightning for that damage type.

Making it single attack would work to differentiate it from the seraph's flamethrower (I didn't know about it before making this suggestion)
