Pets: Aggressive to non-Allied pets not attacking characters with no factional relationship

I noticed my pets were not attacking someone who had no faction relationship at all.
As no faction relationship falls under "non-Allied", I'd expect pets would be aggressive - but they only attacked after I set them to Aggressive to non-Faction.
