I think permanent phasing for the IB should just be done away with, perhaps even phasing in general for the class. As I talked about on the Discord, I think hunters having passive abilities would make hunting more appealing to do- arguably, that's what made ES so popular in the first place, since it gave you tons of info passively. Is it really necessary to discourage Goods from killing each other? They already have multiple reasons not to. I'm not even sure why negative resistance would be necessary either, given that their innate armors are already weaker against the opposite alignments and they can't enchant armors to prote...

What it says on the tin. 60% with both Lockpicking and Lockpicks is pretty pathetic given its limited utility. I think upping the base chance to 30% and the chance with Lockpicking to 80% would be fair.
