There are working fixes to both issues in the pipe for the next patch. Thanks for flagging them.

The attacker was an Eternal Soldier with Master Marksman, which allows their Firearms attacks to ignore Immunities and Resistance (but not Soak). Flamethrowers are considered a Firearms attack. Not a bug, just a fairly obscure mechanic since most Eternal Soldiers prefer fists over guns.
