I'm going to go ahead and guess this is because when an effect runs out that doesn't usually have duplicates (Drained does, Planar Protection does not), it just yeets all instances. PP also didn't used to come in tick format, just time, so that's probably what's going on. On the list it goes.

It's possible targets have a defense rating though - it'd be mean, but it's possible. This message is a reminder to my future self to go do that.
