I wasn't able to reproduce this - the button to remove the electrification appears as normal for my test character. There was an edge case where dropping out of angel morality would leave you with the status and no turnoff option, so that'll be fixed for the next patch. I don't think that's what hap...

After a brief look at this, I'm going to call this one a Bug. Enervate does indeed do nothing against a door, but there are some other charged attacks like Hellfire and Smite that there's a practical use for. I don't know why this was turned off - or indeed if it was turned off or just never enabled...

Looks like the bug is specifically with Winds Immanence, because of a typo in the turnoff code. There's a pending fix for this for the next patch.
